The relax feature is a bit 'hidden', basically hold shift to start smoothing, start your stroke and while still pressed down let go of shift - bit convoluted but that's exactly what you want.
you mean the smooth brush? does pretty much what you want really.. (press shift in any brush,then paint/stroke,identified by the focal ring turning blue,and you can alter size /strength as usual)
