Hello , I can't seem to find anything similar to what I am looking for wich is a Relax brush ... I am wondering if now something like that does exhist?

I am looking for a brush that evenize concentration of too tight loops and quads to relax around it and make more smoothed the surface without changing the overall mesh shape ... something like that is possible in zbrush or does exhists?

you mean the smooth brush? does pretty much what you want really..
(press shift in any brush, then paint/stroke,identified by the focal ring turning blue, and you can alter size /strength as usual)

The relax feature is a bit 'hidden', basically hold shift to start smoothing, start your stroke and while still pressed down let go of shift - bit convoluted but that's exactly what you want.

there is relax under tools, deformation. it will relax the whole subtool i think. this is supposed to keep the overall shape of your model, but will fix the density of your mesh if you used the pinch brush a lot.

you could store a morph target before using relax and then use the morph brush to only have relax applied to parts of your subtool.

This is what you're looking for, and I'd bet there are many experienced ZBrush users that are unaware of it.
