Local Transforms or L.Sym could fix that, or at least have an impact on how they're handled. You can also use Transforms: S.Pivot to set a new center for the tool (which you can clear after deforming). You can preview the current pivot point using Tools:Preview
Can also right click mesh - transform - mirror on X Y Z. That works on the world space coordinates, using the drawboxes is local coordinates. Also right clicking supports transforming entire groups, the drawscale boxes do not. So depends on the situation which one you want to use.
That little stick is just a variation on the transpose tool in zb. That was the reasoning behind it when it was implemented as the pose tool. As an actual transform gizmo I have no idea wtf that same manipulator is being used. It should just be the same as any other multi-transform manipulator with pos/rot/scl handles.
You wanna go into mesh>transform and using local translate z value changes. If using an older version I think it was called Transform Components. That should inflate all vertices. You can start there then push and pull problem areas with a soft select to avoid mesh intersecting itself.
Make sure that you freeze transforms (maya)/reset xform (max) before you bind your model to the bone. If the model is not moving at all, make sure the bone it is bound to is named correctly (see requirements page for that). If it's moving but offset, that could be fixed with the freeze transform/reset xform as well.
Set actor rotation or set actor transform would allow you to rotate the object. Also, when you spawn an actor, it expects you to input a transform, which consists or location, rotation and scale so you should be able to do it at the time when you spawn it easily like that.

I'm painting my revolver I've been working on, and my last character I had a huge problem with materials vs flat color. Here's my problem: My Basic Material is more of the look I'd want to get in the end result, as far as the color and how it actually looks. However, flat color looks like ass. Is there anyway to ensure…
