I'm no hardsurface wiz but your edge flow looks kinda bad. I suppose if it bakes down fine then it shouldn't be a problem but it's good practice to have clean geo regardless.

the front half of a kilt is flat cloth, but the back is tight pleats... http://www.96th.ca/Images/saskboys/uniform/KiltBack.jpg i think that will make it more kiltish and less of a skirt
