This is Sleet. He is a superhero who uses his power over ice to create weapons to fight with. Before gaining his power he was a champion Marksman, so he tends to favor creating functioning guns/rifles out of ice.

I know its standard to use powers of 2, but what is the reasoning? Besides applications that refuse to work with non powers of 2. Something to do with binary and pixel efficacy?
Those are traps. There are soul gem in them those are what powers them up. Some are incredibly powerful, too. Remove the soul gems from them, and it deactivates the thing.
maybe a borked power unit? same thing happened to me on a brand new computer last week, the power was lighting up but no juice getting into the motherboard. very annoying >:(

A plugged in wall phone like that would still have power despite the main lines being turned off since phone lines carry small amounts of power :) Hence why it is always good to have one laying around the house in the event of a disaster and the power is out. They can be plugged in to replace the wireless...
As long as both dimensions are power of two you are good to go (good compression result). Not that sure for non power of two ones. There is setting for adding extra padding to non power of two ones and I suspect sole purpose of this is to save some space AFTER they are padded and compressed against source file texture.
