I hope you plan to lower the tri count before you submit it. 38k is way too high for a game model. Also make sure you bake your AO into your diffuse :) My entry is my first time doing a proper character too. Has been a good learning experience!

You could try increasing the resolution, from say 1920x1080 to 3840x2160 and resizing the frames after the fact. Flicking from local reflections tends to be improved when rendering at a higher resolution. Some post effects can cause a bit of flicker as well, bloom for instance, and the DOF effect can as well.
