I think fly soup hit a good point, since when is its societies job to regulate stuff for kids instead of their parents. If they are that irresponsible as parents should they be having kids? I use staedtler HB noris pencils for all (GERMAN QUALITY), and when the paper conditions are bad (due to the %humidity), same brand but with different grades of B.
