What the title says. In Max, if I turn the global brightness down, or turn lights away, the reflection map stays just as bright, making it look like its glowing.

Which version of Vray are you using? And post a screen of your Scene, Light setup, and are you using Global illumination? The render looks cartoony, is that what you were going for?

I'm very much in favour of having global parameter settings for materials. It's something that is already on our suggestion board, so it'll make it's way in at some point i'm sure.
