That's a bitmap, plus lens flares for the sun. Bitmap is the best way to do it, if the clouds don't move/grow/billow. Might want to flip your environment, so that the clouds are below the horizon. The point of getting a telescope so high would hopefully be to get above the obscuring clouds.
