Hi Froyok thanks for the assist, I redid my cage completely again, using your method. Though It still didn't solve the problem. The only difference is that the error is mentioning a different face number now to the last time.
Take your low-poly, duplicate it and triangulate it. Then use your move tool to inflate it. If you triangulate after, you may possibly get the wrong triangulation direction (which mean a different order of vertex and an error in xNormal).
I used the same xNormal build with your file and the baking was fine (using the fbx format). However, since I use maya to export the fbx, I was unable to use the cage, xNormal say it had an index error.

If the topology is 100% the same and you are still getting the error, you need to do the following:- Go to the Plugin Manager (the plug icon)> Triangulator> Default Triangulator> Configure> Uncheck "shortest diagonal first" Let me know how it goes :)
I just started getting an error "ios_base:failbit set" in xNormal. It seems to bake normals for a while and then that pops up. It's a pretty hefty amount of tris but it was working before, all I did was tighten up the cage some. Any ideas?

If you receive the error message "sorry, cant`t find plugin.. " when trying to bake with Xnormals, in my case was because the texture name had an underscore then a number. I put my texture name"aaa" and it worked afterwards.
