No I'm on Max 2016. I know Max 2012 had some rather bad vertex color issues, but no idea on 2014... The steps seem fine, assuming your selecting subobject level 0 first before creating the vertex paint modifier too?

I'd see what everyone else says on which version. 2016 was a bit flaky and 2018 had some issues - 2019 seems OK but as I said above I rarely work on max these days so can't vouch for stability of any of them.
Late 2014. Pretty much first finished character that I thought was good. Early 2016. Character for some kind of top down stealth game. First ever sculpt, early 2015. Recent sculpt that I did less than a month ago.
I use 2012 at work and at home and don't have any issues with it. It is funny because I actually had more issues with 2011. 2013 from what I have seen and heard looks broken though. I might just skip it all together.
