It mostly depends on the game and the end content presented to the user is. As noted, in the case of ME, or any other game that has characters faces in the front all the time, either due to dialogue or story reasons will usually get a bigger space, or even it's own separate unwrap material and unwrap. Yes, why not make all 4? After all, they are just different helmets and a color swap. That said, 2 and 4 would work the best because of the slightly larger details.
