What I need to know is how Blender computes the tangents, internally. In this case, I can find out by just having a look at the source. The real problem are closed source apps like Max/Maya. I'm not sure then. You may need to unfold your UV's and then align them back to a square postion. Hopefully an enviro artist can help you. AFAIK trying to adjust your UV's to get a specific amount of distortion is probably an inefficient method -- probably better to work with the texture itself. Try taking into photoshop… -

You left out unwrapping it to a ribbon - like the first image but with all the vertical seams welded, so you get a strip - this has distortion issues but is the easiest to paint. There is no easy-to-paint, distortionless option - I would never use your first, but I bounce between the ribbon method, the flat project method… -

Whenever I have an area like that eye, where it can't relax properly, I try cutting another seam from there outwards. So I would start at the outside corner of the eye and follow that edge loop towards the horns. Relax that and see if it works.
