Max2012 has the exact same feature now, it is called "Rescale Elements" and its found in the UV editor under "Arrange Elements" and you should give it a try. Elements is fine. I was using Elements way back when it didn't allow you to save layers. Good app. Or look at ArtRage2, you will like that. Has layers too.
