That's the TechSmith codec, been around a long time. Codec is free, encoder isn't. Windows Media Player has its own free version, not quite as good, but close.
That's almost certainly an Airsoft player trying to make his gun look more badass. I'd ditch one or the other, and just save it for the next gun you make.

The team fortress classic player models (I think they remade them later on but the original models at least) were all pretty heavily influenced by certain GI Joes.
