UVW Xform modifier lets you change scale/rotation/position of existing UVs. Helpful if you know you need a certain numerical offset. Which version of Max are you using? No unfortunately that will be much slower than in 2016. :( I share your pain, I've had to do this kind of stuff during production quite a few times, when possible I usually try to do it in a dedicated retopo software instead (3D-Coat or Topogun or something).
