Thanks man yea I've heard several things in asking several people from it's Houdini, Maya Particle Effects, or Photoshop. I've found zero consensus or tutorials on this online.
Since you will be using Modo, don't get a laptop with a high-res screen. Unlike blender, Maya, Houdini, etc, Modo does not have any UI scaling options.

I think Houdini is the future for sure, it already makes a ton of sense for level design stuff, but I'm not touching it for awhile for character assets. I'll stick with Modo until it's ruined.

Instant Terra is GPU based and very fast, First release in 2018. It comes with a plugin for Unreal Engine and a plugin for Houdini. And an integrated World browser to easily start from real data.
