I would rather compare it to your option B. Procedural texturing. But perhaps you should try substance, before you call it cheapsteak. It could sound like exactly what you need.

I like 3 of the pictures. A) The large tall structures with the climbers B) The Japanese cherry blossom tree in the entrance everyone's raving about and C) I like the building/street scene with the hanging lights.
A) He never said it was for a game... B) Even so you could bake the texture from the high to the low so it's stil la valid question either way... Would be awesome to see textured.
