does this happen when you run the game? I have noticed that sometimes decals won't show up in the editor but will show up in game. Otherwise have a look at the the decal filter settings on the decal. or have a look at the static meshes and make sure "bacceptdecals" is checked.

The textures are blended by vertex-colors on the terrain mesh. The white lines for the parking-lots are usally decals. Decals are polygon-meshes that are on top of the actual geometry.

I'm working with decals in UDK and sometimes my default alpha doesn't do as good a job of removing all the artifacts.
