Might not help, they've already tried this once. From the above-linked Ars Technica article: "In 2009, Time Warner Cable began testing caps from 5GB for $30 to a max (!) of 40GB for $55." They got laughed out of that plan, and with good reason, but if AT&T is at all successful here expect Time Warner to follow.
Well this is awesome. Since you mention UE4 as your endgame, have you considered using deferred decals? See here and here. I've found them to be excellent for the T-55 type vehicle I'm working on. I'm also using Piotr Bieryt's welds as decals, which you might find useful.

the area above the knee looks really old right now, don't know if that's your intention, from his face I 'd say he is around 55 or so but the knee is almost dead :P other than that if you are going for 100% realistic proportions I think you have a little thick arms and calves

That was actually pretty good! Easy to follow... it's good to hear Racer talk as he's doing them without speeding through things like the UI/shortcuts. One thing I didn't quite catch is around 6:55 he starts getting rid of edges by seemingly merging adjacent polys.. how is he doing that?
I have Comcast too and got these numbers from dslreports.com Tests 2005-01-29 23:55:32 EST: 2498 / 193 Your download speed : 2558412 bps, or 2498 kbps. A 312.3 KB/sec transfer rate. Your upload speed : 197990 bps, or 193 kbps. Not bad, but not great either.
