It does looks like under sampling yea. Optimizing scene is a bit tricky to give advise as it depends a lot of what you have in your scene. Can you share a little how you set up your scene?
Yum! :) Pretty epic scene, I really dig all of the pipe love around the room. The floor of the bridge out into the scene seems a bit repetitive and boring compared to the rest of the scene, still awesome work all around. :D
I made a new and very small scene only for the light setup, because my build time is to time consuming =) This is my current scene light, I try to work with a neutral light setup to create a more believable scene.
Is there a way in Maya to have Sub-Ds not turned on in the maya viewport, but when you render the scene it will render in sub-d mode. The reason I ask is because I have I very dense scene, over 1 million triangles lol. It is for school, but my computer at home is struggling to run the scene in sub-d mode.

@musashidan strange, I selected all of my lowpoly and it exported fine as .fbx but when I tried taking it to substance painter it gave me an error "[Scene 3D] Failed to load 3D scene. FBX : Could not import scene properly."
I think your scene doesn't catch the scale of the hall very well. Maybe its because there are no humans in your scene to provide a reference for scale. Looking at your scene right now it doesn't give the feel of a huge clean hall.
Ged: The bloom etc are Scene Effects in max - Go to the Tools panel, hit up "Scene Effect Loader", then load from /maps/fx/scene. Double-clicking on the effect in the list loads it into the currently selected material slot for parameter editing.
