The money sounds OK. Should leave you with about 1600-1700 per month after tax (tax is pretty high 33-42% on that part of the scale). I think you should be able to live off that.
AA is very demanding id suggest reducing it too see if its part of the problem. At 1680*1050, 4x should be enough. If your running max 2010 you can enable AA from the app itself.

Can somebody show me some examples of some low poly mouths gums and teeth? I'm creating a character of around 10k and I'm not sure how far to take the detail of the mouth. The head is around 1600 polys. I'm wondering if just a flat textured surface would be sufficient? of if there is a better way.

This is based on a drawing I did a while ago. PS 8, 1h30, just for fun btw, my gf says it doesnt look very scary because it has no obvious eyes. I disagree because the suggested ones at the top of the 'head' freaks me out. Whatcho think?
Painter does require a lot of GPU power to be comfortable. I can't say how it reacts with low sys ram or older architecture cpus though. A 1660 will be pretty decent for most uses, assuming it's not completely bottlenecked by other hardware.
