You are right! And this is by far the worst UI design I have seen in 2017: I have to change the filetype dropdown to FBX in order to see these "File Type Specific Options". My fist step would be to check out the Component Editor to see if there are any wonky weight values affecting those verts. I think there was a bug in Maya 2012 or 2013 that allowed more than 1.0 for total weight values, essentially allowing multiple joints to hold more weighting than they should have been able to.

nope, i only have 1 low rezz mesh with turbosmooth and then i added the disp modifier, and i notice any object i try to render to texture i have same issue so i give up on max 2017 and did 2013 instead :) work it like a charm!! thank you for your help
I don't have Maya 2013 in front of me at the moment (we're still on 2012 here), but I seem to remember that they introduced a weighting system to vertex normals so that larger faces have more weight that smaller ones. That's the default setting, but you can turn it off. That should hopefully fix your problems in future.
