Sorry, again my initial image is probably still misleading. I scaled the "profile" spline up to show the shape of it better, and the number of control points. This. Just make sure it's bright enough, the rendering engine will then do the bloom automatically on it. You can tweak the bloom settings in the post process volume's settings (or world properties). -

The UV layout isn't that terrible, since they could pack them in a 2:1 ratio texture size (512x1024), etc. And more seams aren't needed, especially if you can avoid, which on a piece of clothing like this, seems logical.
