Have you tried resetting the normals on both the low and high poly inside 3DS Max? Apply a "Normals" modifier once, and check the "Unify" normals button. I think because doing finished illustraion is much like creating a 3d model ie it's a finished piece, but having the confidence to actually quickly sketch a cool character and ti have that great design sense is another matter, sniff, that's not me :anguished:
if you want to realistically build up muscle you could try using a tube-shaped Insert curve brush with a size modifier turned on. This will let you add muscle shapes pretty quickly. http://docs.pixologic.com/reference-guide/stroke/curve-modifiers/
You can use any shape as a profile for your curves: Couldn't find a screenshot from 2.8 quickly but you'll find it in the same place in there. These bevel objects can only be assigned to entire curve objects, not individual curves within an object.
Now first of all I adore the hell out of the guy. The hat is definitely a great touch yet being such a big splotch of bright color, to me it feels overpowering to the rest of the image: You could just quickly fix it up in photoshop.
