Ungh I thought crackdown was terrible and Asscreed had the best climbing mechanics of the decade. It had other problems, but looks and locomotion certainly weren't it. -

It has a decal system similar to Forza and other racing games, check this guy's blog out to see how in depth you can get. -

if there are no decals or dirt on the car its more or less shader only... beside the lights its all done with shaders... -
