Its crazy to think Polycount needs $2000 to run per month. There used to be websites which allowed forums to be created for free. I guess Polycount must have a lot of traffic and uploads throughout the day, but $2k sounds like so much.
Let me remind you of that time when introduced polycount to the term "meat" and how people at previous workplaces hated your guts for telling them about the meat (But in reality it's a grand conspiracy!!) Polycount is like a workplace and people will eventually get frustrated.
There was a large falling out between the communities a few years ago. As far as I know, since that time Polycount has not been involved in any of their challenges. There's nothing to stop you from participating, you just can't do it under the polycount banner.
It really depends on what kind of polycount you are shooting for, but for the best looking results you should get some geometry around the large folds that will change the silhouette. A good example is this character in the polycount showcase, http://www.polycount.com/forum/showthread.php?t=74780.

It's very good for a beginner actually! You could use a smaller polycount for the shoes, but then again, in 2007 this polycount isn't big anyway. Maybe you could try to go for real low poly as an exercise? BTW, his smile is psychotic, I like!

Does anyone know what kind of polycounts and texture sizes a PSP game can handle? I guess it depends on the type of game. What was the FPS that came out? Coded Arms? Anyone have an idea what polycounts and map sizes where in that? Or know where I could find such information? Thanks
