They said it themselves. It is an alternative to photoshop. That being said, it does not do all of the things that photoshop does but it is cheaper. So they provide you with an alternative solution if you cannot purchase photoshop -

Im looking for a photoshop 3d painting tutorial or workflow for painting simple painterly diffuse textures. I understand how to load the model into the program, but all the tutorials I have watched are for much older versions. I was looking for something for Photoshop CC. photoshop: increase sample rate?
I quite often like making swooping gestured brush movements in photoshop, but the results are often pretty dissapointing: ie what should be a nice curving arc is infact a series of short lines, like the movement is quantised. Photoshop CC, Graphics Processor Settings
For whatever reason, Photoshop does not save my graphics processor settings. These are the settings found under Edit > Preferences > Performance > Graphics Processor Settings.
