Yeah, you can merge any UV coordinate to any other UV coordinate in Max. Even if they're for entirely different vertices, it's kinda strange. You should be able to select the stacked islands one at a time (you'll need to do that via deselecting in the 3D viewport) and hitting Ctrl+B in the UV Editor to break the shells off…
