In terms of atmosphere you are on the right track but thematicaly it is a miss imo. I've seen about 200 noirs and there never was a monster in it nor a jet pack or female police officer/detective. That's not a bad build, but you can shave probably ~$150 off by going with a 4790K and a LGA 1150 motherboard, with zero drop in performance. Avoid the crazy expensive "gamer" motherboards unless you really need some specific feature. -

Two "medium" size displays > one big size display. It's not that expensive: two 22" 1680*1050 screens set you back like 130-150 euro's each here, that's still cheaper than one 24 or 26" screen. -

The number of privatized prisons has increase exponentially since the early 90s. Latest figure I could find is 150 privatized prisons with ~100k inmates. Also the number of people in jail has increased drastically in the USA since 1980, even though most crime rates down. -

Oh btw, a little tip fox, if you want that shoulder to be a thing, you almost need to make the wrap a part of his back slot, the shoulder has a very tiny budget (150 tris for lod1 250 tris for lod0) and the back has a quite larger one (500 tris for lod1, 1050 tris for lod0)
