Block out seems to match the concept well! I would say look at how much screen space is given to the water in your blockout though, it's much more than the concept leaving less room for showing off the building details and causing the bridge to seem closer than it probably should.
Before I get too far ahead with the proxy trim sheets and kit I thought it would be a good idea to start modelling up the trim sheets and checking them against the test bridges. Here's what I was able to do in an hour to show the workflow and speed of making this kind of thing!
I'm familiar with Arma2's modding community and what is capable. I've seen plenty of custom made maps so I'm not afraid of what can or cannot be done. (Also, limitations and the like are no reason to not do something.) We'll cross that bridge when we get to it, if ever. Arma3 on the other hand...

Calabi, the threads are open to everyone. No need to turn away any ideas! Stinger I think you should try softening the features some. The bridge of her nose and brow seem very intense. Can you post a higher res version? I'm thinking the eye shape is a bit off.
I always recommend it on these threads. The Styx bridge plugin is an absolute godsend between Max/Maya/ZB. It's only $5 and completely eradicates all the arsing about with scale between packages. Click in and out. Perfect scale every time. It essentially makes working between packages a single seamless environment.
Well I agree with what others said about the proportions needing to be re-worked. The neck does look slightly too long. The way her breasts are coming off of the collar bone isnt quite right, looks like theres too much of a dip. Bridge of the nose wayy to thin.
