I've been giving my hand at low poly hand painted characters lately. I feel like I'm improving more as I go at it. I did Loki first and I consider it pretty much finished for now and I'm working on higher level details on Maya.
Toolbag 2 is primarily a presentation/rendering application and is not feature content authoring tools (ie: actually creating texture maps). Though you can adjust substance designer files to some degree directly inside Toolbag. The 30 day trial is free, so check it out!
Theres nothing specifically made to do that Buuuuuuut If you set the scale pivot to the vertex in between the other 2 you can mimic that feature a bit. Worked for me I tried using the Scale/Transform Along normals option but it only gave 50% of whats needed
