Look up "tank treads animation 3ds Max" for ideas. You can also bake any procedural animation (like splines) into raw transforms, before export.

Make sure the pivots and transforms for the low and high are exactly the same. Painter has issues with that and it's very sensitive.

Better yet, freeze transformations on your joints. That way they will have zero rotations but stay in the current position.

You can also try SHIFT + Right Click -> Transform Component with a selection of verts, edges or faces.
