Elements is fine now (well since 2004). And the ONLY reason why I have CS4 is because I do print work as well. There is a demo of Elements I think. Make sure you can have multiple channels, layer masks, group layers, check the number of allowable layers and see if you can have multiple path layers.

You can assign object properties to layers and then set objects to take their properties from the layer so you don't have to micro manage all of the object properties, just dump them on the right layers. did you paint the orange on a layer above the other layers with a layer blending option eg overlay/screen on? if you did then it will react differently according to what background it is placed on.
