I think it's looking excellent, but I don't like that red reticle/target on his shoulder. It looks like lazy design (sorry). Everything else is really solid.
Heya - this seems to be a recent addition, as this Output option ("target : vertex") is definitely not in 2.91 or 2.83LTS unless I am missing something. Are you using 2.92 or above by any chance ?

try converting the denser meshes object space normal map to tangent space normal using the light mesh as the target geometry. you can do it in designer, xnormal etc
Substance Painter displays/renders/calculates normals differently than other renderers - if it works in your target engine (marmoset) after exporting, then don't worry about the seams in painter.
