Sandbag, either you are one of those nerds that spend 9/10 of the game looking if everything is real and then nagging in message boards about it instead of actually playing it for fun, or you have an awesome sense of humour.
Where it says "Enable Plugin Material: None" you need to change that to Metal Bump 9. But that's a pretty crappy shader, the better way of doing this is to use a 3rd-party shader. http://wiki.polycount.net/Normal_Map#ShadersAndSeams
I had this and it fucked me right off. Eventually one morning it fixed itself.. by updating to max 9. HOWEVER.. on the shortcut to max.. right click, properties, compatibility -> disable desktop composition That should fix it.
Hmm worked for me on 1st try ever yesterday (max 9)...maybe throw a reset xform on it see if that helps? Also in the ASE export box i pretty much ticked everything to make sure.

Are you able to seem tessellation in the first place? Running DX-11 editor more or DX-9? 2nd are you using Terrain OR Landscape? You shouldn't be using terrain, it's the old format.
I still think painting a height map would be quicker and easier for some assets, but since she's mostly using 9 directions/colors, it wasn't too big of a deal for an asset like this.
