Looks like your bootloader got messed up. Try typing : bcdedit> 0 & notepad 0 into cmd.exe (make sure to run as administrator) Also check msconfig -> boot -> bootoptions and make sure safe boot is off and no check marks are there. Is this a legitimate version of Windows also?
olny the 0 to 1 space is rendered, while baking programes like xnormal stretch that space across the texture size. so crush things on a axis so it all fits in the 0 to 1 space than in your baking app, use a texture size like 2048x1024.

Say you have the unwrap using the entire 0-1 UV space for the tiling texture, move it slightly til the left out of the 0-1 space like suggested above, you should be able to see within your 3D application what it looks like.

I want to second this to drive it home. As you get a certain number of units away from 0-1 you can start to lose floating point precision, depending on the engine. I have encountered plenty of wobbly PS1 style texture artifacts due to placement relative to the 0-1 space.
it just looks like you dont have enough texture resolution for such small details. either try bigger texture or scale up the UV shell for that area. regarding spacing like Oglu said already, dont turn off spacing altogether. try 0 spacing or -5 or something below 0.
