@cityrailrulez thank you very much! I am putting this project to bed for now, any future work I may do on it will be interiors and/or liveries, depending on interest. I don't think the quality trade-off is worth it for me to port this to a non-PBR renderer. @Alex_J very high praise, thank you.
update: I modeled more detais in torso and put a different texture in Substance Painter Now i'm thinking to remove the tiger head and finish the concept with Helmet... I wanted the tiger, but I think for the moment it would be better to save it for a future project.

For head lengths, it would be a good idea to hide the hat and the hair so that your measuring with the full head to get a more accurate measurement. I overlayed a diagram of 8 heads tall figure as a point of reference. (Scaled so that the head and facial features match your model) You're probably too far into the process…
