I started out with Modo without much knowledge in hard surface sub D modeling. And I jumped right into sub D modeling. Not a wise move. Now I am jumping into Maya because the VA might pay for Gnomon school, and Maya is the main tool taught by Gnomon. Seems like playing with Modo actually helped me understand Maya faster… -

EDIT: Stil not working in Maya, but blender did it with no problems at all. I´d still very much like help, so I can do it in Maya in the future, since I´d rather stick with Maya. (I have no prblem with blender, I am just a Maya lover ;P). -

Looks fine to me. Maybe you are expecting Y to be up and Z to be forward? In this case, it doesn't matter as you are just needing to move the vertices around. You can press D to toggle pivot editing, and then you can transform the pivot however you like. If you are using Maya 2018, you can align the pivot to any component… -
