Yep looks like the inner ring has a ring of polys that's duplicated, flipped and welded in the center. You could delete the inner rings, and use bridge to close the gap. -

One other method is to detach the end>reset pivot>placement tool>attach & bridge>insert loops>set flow. But Vojtec's way is much quicker. :) -

Either one-by-one in pairs, or shift-drag the edges of both sides of the polygon to make nev faces on each side, delete the polygon and bridge the edges:
