@rexus if you didn’t modify the Program Files directory you don’t need a fresh install. Just go to C:\Users\Username\AppData\Local\Autodesk\3dsMax and rename toe 2017 folder to 2017.old. This will reset all the setting.
In pre-2017 versions unwrap uvws selection is rubbish. But in 2017 Adesk have finally implemented a more uniform approach to unwrap selections. personally, I use Miauu's script Easypeel as it allows selection the way it should always have been.

My last reply was in March of 2017, which is about a year ago. The toolset supports 2017 and 2018 now. Another cause for this issue would be an unverified install of Photoshop. Is your install sourced from the Creative Cloud application or from a third-party vendor?
I got maya 2017 to do the same more or less. I made a cut uv seam button and a unfold and layout button. it doesn't work as pretty as in 2018. I have to use Maya 2017 at school. blender and Modo have had this for years though...
