I would try putting the LP closer to the HP and use an Envelope (in the Target Mesh section settings).

Oh I meant skin weights. Blend shape weights are fine, but that should be on your basemesh and not the targets.

Modulate 2x is a great way to do this, although it depends on what performs well on your target hardware.

Because the targets are usually civilians, casualities of war is more effective to demoralize a population then killing the guys with guns.
