I am getting this weird black blotchy line on the boarders of the mesh that don't have geometry behind it when I add a light. Id like to know how to turn that off so i don't have this any more.Any help would be appreciated.
You might want to check your AO settings in the light baking options. Generally you can achieve very nice looking environments with URP even with low settings. That mostly depends on the artistic way you set up your lighting. I suggest you add HDR Lighting to your scene, this could vastly improve the looks.

So we are trying to bake the directional light in this scene. But the shadows disappear when we bake (in game play). Does anyone know why this might be???
