I think the Victorians had cobbled streets. Tar and aspahlt would look too modern, to me anyway. Probably quite dirty too, lot of horses around back then... :) A victorian street lamp would fit in nicely too. -

Chain smoking Polish ey? I like it! Victorian yet futuristic? Can I suggest that you go for a less shiny look. When I think of Victorian times, I think of slums, opium dens and prostitutes. Also, you might want to look into a more steampunk look, with brass and generally a bit rugged. Just some ideas for later! -

From this i feel more of a wild west showgirl kind of deal rather than elegant victorian. For elegant victorian i'd say make the dress a bit less floral and a bit more "smart," give her a hat on top of the hair, and replace the fan with a parasol.
