When it says original artwork I assume for the vehicle you cannot create one that already exists in real life ANSWER: That's up to you, really. The goal is to try and create as original a piece of artwork as possible, while avoiding video game 'fan art' (E.g. no racers from Mario Kart).

Did a bit of trawling on Artstation for official character art. Not seeing any wireframes for reference, but if you look closely you can get a sense of level of detail. Like Vig said, the artwork is a little disappointing. The levels look great, layout wise. But the artwork just isn't that good. Looks like it's from the original Goldeneye. Very bland, uninspired. These levels need to be more alive, they need to pop. Cool mod though, I'll certainly check it out.
The software itself? No. Third party sources (models, materials etc.)? From what I know, producing NFT artwork falls under the same license regulations as producing more traditional commercial artwork. But I haven't looked deep into NFTs yet, I'll let more experienced people to share their expertise.
