Eh, I tried it earlier with results as I'd have expected (using Max 14 and the 2014 FBX). But prompted by your reply I just tried it with Max'17 and their newer FBX exporter and yup - it transfers colors-by-face alright. Awesome!
Which version of Photoshop? CC is just Creative Cloud, which means anything from CC 2014 to 2017. If you're attempting to use 2017, be aware that Suite is not compatible with it just yet. You'll need to wait for the Suite 2.3 patch to fix that! :)

No matter what settings I seem to have, the render window will not change what it shows. This really blows because I can't see any errors I may have in my maps. I've never had this error before. I am using Max 2014.

I've had the interactive split tool fail on me the same way. If you are using Maya 2014, you can use the Cut Polygon tool in the Modeling Toolkit, it's more reliable. But Connect in this case makes more sense, like Passerby said.
Ah shit I wanted to do that one some day, but you're already doing good ^^. For the shading in Max I can't tell, I find the viewports really weird since 2014. Did you try to simply change the shading mode ?
