100 subtools seems a bit much. I work on an older gamming laptop that only has 8 GB RAM and 12 mil points in play is a normal amount of points. Ha weird.. we've seen this happening with 1070/1080 cards but the 372.54 drivers has fixed it on our test workstations and for other users who had the same issue.
Working at 4k in painter is ambitious . I've got a 1080 in a shiny new 8 physical core Xeon that can't manage work smoothly at 4k on anything halfway complicated.
