sometimes simply swizzling or negating components is enough. especially for those "magic" angles, the results of cos or sin will be mostly 1 or -1 or so ;)

In the ibl engine I've used, roughness over a value of 1 has no effect. In other words, it takes working values of 0 - 1.

Because it's an exr you don't have to mess with the range too much. 1 is fully out. -1 is fully in. 0 is the mid grey.
