Definitely get a second estimate. Worst case scenario is it costs you $40 to know you're not getting ripped off. You might find there's a big enough savings that the $40 is no big deal. What does the base level of your current mesh look like? If your polygon density isn't out of whack and the polygons are where the detail will need them to be and not going to waste in other areas, then you may not find any benefit to transferring the details to a new model.
