Ima have to agree with The_Kozmonaut. You really need to step it some notches and really go to town on your work. Look into some tutorials on modeling high poly assets/whatever if you are interested of course. and always practice practice practice makes perfect....good luck!
You need more practice sculpting human anatomy, Your head shape aint great and the neck is just a lollypiop stick. HarlequinWerewolf's suggetion is a goody. You can use an app like Daz 3D as reference while you work.

Honestly, if you want to practice on the go, just practice traditional painting skills. Trying to texture 3d models on a tablet with any sort of accuracy is just going to be a frustrating experience that won't teach you much. Practicing good ol' painting will, and those skills will translate to painting textures.
Surf the net for tuts, read/watch'em. Then practice practice practice The 2d/3d discussion forum here could help with more complicated techniques. And http://forums.cgsociety.org/ is a great pace to find all kinds of tuts for programs. Also there's good tutorials that come with Max for beginers. Help -> Tutorials
